The LDA has two main functions:
The LDA has an immediate focus on assessing and managing the State’s own lands to develop new housing-led projects and repurpose under-utilised sites..
In the longer-term it will assemble strategic land areas from a mix of public and private sources, making these available for housing in a control led manner with the objective of supporting long-term stability in the Irish housing market.
The Vision Document is a guide that outlines the LDA’s long-term goals and plans for the development of the area, providing a clear picture of the intended future for Clongriffin Central.
The main goal of the project is to deliver high-quality affordable housing, focused on sustainability, walking and cycling, and access to good open spaces.

The LDA will aim to create a balanced and socially integrated community.
The first homes at Clongriffin Central are set to be delivered in early 2027, with construction already underway on the initial phase, which includes 408 homes, including a new Creche and a public park.
Clongriffin Central has the capacity to deliver approximately 2,000 new homes in total.
The LDA plans to deliver a range of amenities on lands within its ownership at Clongriffin Central, including retail, dining, leisure, youth services, and community spaces. The existing buildings surrounding Station Square are not under LDA ownership.
A creche is planned to be delivered in the 1st phase of Clongriffin Central. A second Creche is also included in the next planning applications to be lodged with Dublin City Council.
Clongriffin Central aims to cater for children of all age groups by providing age-appropriate recreation areas, designed to engage both younger children and teenagers in safe, inclusive, and stimulating environments
There is zoning within the wider lands for a school, and the LDA continues to engage with the Department of Education on this provision for existing and future local residents.
The project is catering for older people by incorporating age-friendly design throughout, guided by the National Disability Authority and the Department of Housing’s Housing Options for Our Ageing Population, including universal designed apartments to support independent and comfortable living for older residents.
Some of the housing will be located on the ground floor of the buildings, with access at street level and with a front door at street level.
All housing will be designed to facilitate access for all ages and will be designed with security and privacy in mind for future residents.
For all future planning applications, studies will be undertaken to evaluate and address how existing infrastructure can accommodate the increased population and density. Clongriffin Central will also benefit from significant improvements in public transport infrastructure. Bus Connects, the revised Dublin Area Bus Network will introduce four new routes serving Clongriffin Station and propose to extend the H1 route. Additionally, the DART+ Coastal North Project will greatly increase train frequency at Clongriffin, boosting commuter and DART services to better accommodate the growing population.
The exact amount of parking will be determined as the design progresses, ensuring it meets the needs of the community and aligns with sustainability goals.
Pedestrian and cyclist facilities will be developed as the design progresses, with a strong focus on prioritizing cycle parking and promoting sustainable modes of transport throughout the development.
The NTA, in partnership with the LDA, will upgrade and improve the security of the existing access route to Clongriffin station as an interim solution, until permanent access is delivered.
The opening hours for the lift serving Clongriffin Train Station have recently been extended from 4.00am through to 1am, with access for commuters travelling to and from work a key priority and enhancing the accessibility to the Station.
Sustainability is embedded in Clongriffin Central through the LDA’s strategy, which includes low-carbon construction, enhancing biodiversity, through sustainability requirements. Learn more about the LDA Sustainable Strategy here.
All the homes will be certified to the Irish Green Building Council’s “Home Performance Index”.
Stapolin-Baldoyle and Clongriffin Central are separate urban development projects led by the Land Development Agency (LDA) within the Clongriffin area. While they are distinct projects, they share aligned objectives and are being developed in coordination to ensure a cohesive and integrated overall plan for the area.
Within Clongriffin Central, the lands outlined in green on the map below represent those under the LDA’s ownership. Only within this boundary the LDA has the capacity to lead development and deliver homes.
The plans will be made available when the future planning application is lodged in Q4 2025. We will create a website which will allow the plans to be easily viewed once they are lodged with the Planning Department of Dublin City Council.
